tclvfs-1.4.2.patch

Update tclvfs from 20080503 to 1.4.2

- Switch MASTER_SITES from SourceForge to the upstream Tcl Fossil repository.
- Add the tclconfig Fossil snapshot required by the TEA build system.
- The upstream tree no longer includes tclconfig; it is maintained separately.
- Update to a newer upstream release with regenerated TEA configure support.
