Yes, libvpl also works with ffmpeg. I updated the ffmepg port dependency to libvpl in my latest patch. You can test with libva-intel-media-driver and a suitable drm intel kmod. I think we need a MOVED entry to replace the existing onvpl binary with libvpl for end users. All ports that depend on onvpl are ffmpeg and handbrake.
