games:moonlight-qt: fix compilation error with ffmpeg9 and add -devel flavor

The path has 2 goals.
1. Fix the compilation error with ffmpeg 9.
2. Add -devel flavor to let compiling the latest version of moonlight-qt
easier.
It has been 2 years since the latest version update, and I believe that 
the way this application tracks upstream versions should be changed. 
So I added a -devel flavor.
