Uncomplete patch to chase arrow-25.0.0

Note: the proposed patch is not complete!
This port uses WZPYTHONWHEELS, with pyarrow-24.0.0-cp311-cp311-*.whl, but it
comes from LOCAL/acm, and only you can update it.
