IGNORE_WITH_PHP=86

Building with PHP 8.6 is failing. Upstream needs to provide version compatible
with PHP 8.6

Added IGNORE_WITH_PHP=86 into Makefile

(I'm the maintainer)

Also can this new extension be merged to 2026Q3 quarterly tree?
