Upgrade to 4.0.0

- upgrade to 4.0.0
        Releases notes at https://github.com/wolph/numpy-stl/releases
- add category cad
- change license to BSD 3 clauses
- switch to pep517
- remove cython and strip, and set NO_ARCH.
