patch to update headscale to 0.29.3

one of the things that get fixed in 0.29+ is

- DestroyUser deletes ALL pre-auth keys in the database, not just the target
user's key https://github.com/juanfont/headscale/issues/3154

which could be rather annoying.
Only tested the build on amd64 14.4, 15.0 and 15.1, haven't tried running the
built version yet
