Should net/rsyn be removed from ports tree?

1. The only release is more than six years old (2020-05-13).
2. The repository was archived by the owner on Jul 2, 2024. It is now
read-only.
3. The github page shows the following NOTE: 
rsyn is an incomplete and inactive experiment. It's not currently a useful
replacement for rsync.
