devel/py-tyro: New port

Hello,

This bug report submits a new port for devel/py-tyro.

tyro is a Python library that generates command-line interfaces and
configuration objects directly from Python types and data structures.

QA:
- Tested on host system (/usr/ports/devel/py-tyro)
- Clean build and package generation (make clean distclean package)
- stage-qa passed without errors

Patch generated with git format-patch and attached to this issue.
