Port diff for x11-wm/scroll

Add a new port for scroll, a Wayland compositor forked from sway. The main
difference is scroll only supports one layout, a scrolling layout similar to
PaperWM, niri or hyprscroller.

Tested on FreeBSD 15.1-RELEASE-p2 amd64 and FreeBSD 16-CURRENT amd64.
