Patch for jsoncpp

* Change install dir to match other major (Linux) distros
* Some small adjustments port Makefile to closer follow Porters Handbook

Compile and runtime tested on FreeBSD 15.1-RELEASE (amd64) (make, make
check-plist)

Poudriere testport OK 15.1-RELEASE (amd64)
Poudriere testport OK 14.4-RELEASE (i386)
Poudriere testport OK 14.4-RELEASE (amd64)

Mini-exp run looks fine
