When putting a file into /var/db/paperless/consume/input, the paperless
consumer successfully processes it.

But this only works 1 or 2 times. After this, new files are silently ignored.

Restarting the paperless-consumer service helps, but again: only for a few
files.

It looks like the inotify implementation is broken somehow.
