Request for review/commit: HPC modernization ports (UCX, Spack, ReFrame, lwgrp, dtcmp, libcircle, mpifileutils)

I’m following up on my FreeBSD HPC modernization effort with a batch of NEW PORT submissions intended to modernize the HPC software stack. Several of these PRs have been unattended for a few months, so I wanted to ask if a committer could review them and, if acceptable, commit them.

I’d especially appreciate review (not just a straight commit) for sysutils/mpifileutils and net/ucx, since both required some non-trivial portability work away from Linux-specific assumptions.
Also, while I’m writing: I’d appreciate review of this update PR as well:

sysutils/slurm-wlm update — updates Slurm to the latest version and includes the necessary fixes to reliably schedule and run jobs on FreeBSD
