How is NOFETCHFILES used?

Hello.
As stated in the subject, how is 'NOFETCHFILES' used?

This is documented in section 6.5.3 of the Porter's Handbook.
It is described in the /usr/ports/CHANGES entry from 20060121.

At the same time, I think there used to be a way to create ports that could only be installed by people who bought and owned a CD-ROM containing the source code.
I am also looking for good examples of that method.
How should I have done that? :)
