It should be in /usr/local/etc/poudriere.d/make.conf or
<setname>-make.conf or <tree>-make.conf or...

You can control it from poudriere.conf, there are variables that will
affect it:
PACKAGE_FETCH_BRANCH=latest
PACKAGE_FETCH_URL=pkg+http://pkg.FreeBSD.org/\${ABI}
PACKAGE_FETCH_BLACKLIST=""
PACKAGE_FETCH_WHITELIST="gcc* rust llvm*"
