[Bug 245511] lang/gcc9: build with base GCC on powerpc64 elfv1

I set STAGE1_CFLAGS="-O0" STAGE1_CXXFLAGS="-O0" in MAKE_ARGS and removed
CFLAGS_FOR_TARGET="-O0" CXXFLAGS_FOR_TARGET="-O0". Build still fails and I can
see -O0 is not passed:
