  lang/rust: build with Clang on powerpc64 elfv2

  It looks like the LLVM bug that made Rust fail to build is gone (or Rust just
doesn't trigger it anymore). I tested that Rust itself and Firefox build.

  Bump PORTREVISION because of dependency change.
