I just remembered that one of the fixes of OFWFB driver wasn't backported to 13.1-RELEASE, because it introduced a new ioctl and also changed a struct. So, besides the previous steps, you may also want to try to use a -CURRENT kernel, or apply https://reviews.freebsd.org/D29000 and rebuild 13.1-RELEASE kernel.
