I experienced the same behavior on a POWER7 (IBM 8202-E4C) system, with both
14.1-RELEASE and 13.4-RELEASE.

My machine can't boot from OpenFirmware, it has to be done via SMS, but I get
the attempted boot then "No Operating System Installed" error.

I'm running bare metal (not inside VIOS, or a LPAR)

The machine works - it can run AIX 7.2 just fine.
