Agreed, also see https://cigix.me/c23#7.1.2.p8 which clearly states:

   8. Any declaration of a library function shall have external linkage. 

I just ran into this since it breaks building of latest libstdc++.

The libstdc++ folks may work around this; still it looks like a bug
in FreeBSD. Any chance to get this address on our end?
