FreeBSD 13.0 thread issue

Hi,
While moving from 12.2 to 13.0, I found that sometimes threads are hanging.
I found this message on the ruby-core issue tracker during the investigation, which looks the same.

I have not faced the issue on 12.3.

Has anybody identified this?
