isc dhcp3 server on 4.10?

i've got a 4.10 server with an olicom card.  it seems to work, i can ping
another host and that host can reach xdm on the server.  dhcpd does not
work.  i've installed the latest isc-dhcp3 from ports
(isc-dhcp3-server-3.0.1.r14_1) but it doesn't seem to reply to any dhcp
requests.  tcpdump shows the client sending them.  has anyone gotten this
to work?  it seems to work on a knoppix linux box on the same ring.
