I'm running into this issue as well

FreeBSD 11.2-RELEASE-p4
GENERIC kernel, amd64
X.Org X Server 1.18.4
vgapci0@pci0:10:0:0:    class=0x030000 card=0x24601462 chip=0x67191002 rev=0x00
hdr=0x00
    vendor     = 'Advanced Micro Devices, Inc. [AMD/ATI]'
    device     = 'Cayman PRO [Radeon HD 6950]'
    class      = display
    subclass   = VGA


I've tried installing the drm-kmod (and thus drm-stable-kmod) ports and adding
the following to my /etr/rc.conf

kld_list="/boot/modules/radeonkms.ko"

But I'm still getting the same error, for now I rolled back to the previous ati
driver.
