The bottom line is that it's practically required, so while this is a good
design, I'm not sure there's a distinction in this difference.

I think there's broad agreement this could be cleaned up, however it's a
big undertaking. The time is short for 12.0R, so while a cleanup like this
is desirable, it's not desirable until after 12.0 ships.
