Update x11/libinput to 1.12.4

Hi!
Attached is a patch to update libinput to 1.12.4.
It is rebased on the changes done to the FreeBSD ports tree to update to
libinput 1.11.3.  Please help test it.
It is also committed to our development repo, here:
