Update mesa to 19.0.8

Hi!
This issue *might* be fixed by updating mesa.  I have a patch (attached) for
this.  Can those of you who experience this issue please apply it, and rebuild
mesa-dri and mesa-libs and xorg-server without the FIXDRM option and try it.
