No GPUs should require legacy. At least on the Intel side – I've tested drm v5.0 on junk as old as the Eee PC 900 which has a GMA 915 (possibly the earliest Intel GPU).

Legacy might be available on more architectures – we haven't tried building modern drm on 32-bit powerpc for example.
