patch to graphics/mesa-dri/Makefile

Per an article in Phoronix, "Mesa 21.0 Has Finally Killed The Classic 'SWRAST'
Software Rasterizer".  The commit referenced is:

I do not know yet what the effect will be on arm*, mips*, powerpc*. 
Unfortunately I do not have the cycles to test (except possibly for powerpc64).
