Attempting to enable hardware transcoding for
multimedia/plexmediaserver-plexpass on a headless Xeon E5 (no iGPU) + POLARIS12
(amdgpu) server, but getting errors from libva that don't make a ton of sense
to me:

$ LIBVA_TRACE=1 LIBVA_DRIVER_NAME=radeonsi vainfo
error: XDG_RUNTIME_DIR not set in the environment.
libva info: Open new log file 1.012725.thd-0x000197ad for the thread 0x000197ad
libva info: LIBVA_TRACE is on, save log into 1.012725.thd-0x000197ad
libva info: VA-API version 1.13.0
libva info: User environment variable requested driver 'radeonsi'
libva info: Trying to open /usr/local/lib/dri/radeonsi_drv_video.so
libva info: Found init function __vaDriverInit_1_13
libva error: /usr/local/lib/dri/radeonsi_drv_video.so init failed
libva info: va_openDriver() returns 2
vaInitialize failed with error code 2 (resource allocation failed),exit

$ cat 1.012725.thd-0x000197ad
[43517.695020][ctx       none]==========va_TraceInitialize
[43517.695035][ctx       none]=========vaInitialize ret =
VA_STATUS_ERROR_ALLOCATION_FAILED, resource allocation failed

[43517.695065][ctx       none]=========vaTerminate ret = VA_STATUS_SUCCESS,
success (no error)

And without forcing LIBVA_DRIVER_NAME:

$ LIBVA_TRACE=1 vainfo
error: XDG_RUNTIME_DIR not set in the environment.
libva info: Open new log file 1.134827.thd-0x000198c2 for the thread 0x000198c2
libva info: LIBVA_TRACE is on, save log into 1.134827.thd-0x000198c2
libva info: VA-API version 1.13.0
libva error: vaGetDriverNameByIndex() failed with unknown libva error,
driver_name = (null)
vaInitialize failed with error code -1 (unknown libva error),exit

$ cat 1.134827.thd-0x000198c2
[22443.045759][ctx       none]==========va_TraceInitialize
[22443.045774][ctx       none]=========vaInitialize ret =
VA_STATUS_ERROR_UNKNOWN, unknown libva error
[22443.045781][ctx       none]==========va_TraceTerminate
[22443.045802][ctx       none]=========vaTerminate ret = VA_STATUS_SUCCESS,
