Can you show vainfo output on vt(4) console? Switch via Ctrl+Alt+F1 or just
"pkill Xorg".

Try downgrading libva or debugging VA_STATUS_ERROR_ALLOCATION_FAILED both in
libva and mesa to figure out what unexpectedly fails.

Sorry, I can't help with *driver* bugs on AMD GPUs as I only have an Intel GPU
where everything works fine.
