With this patch I was able to build a radeon-enabled graphics/mesa-dri port on
a patched riscv64 13-STABLE.  Without this patch, the port fails to build with
the same plist issue given in bug #256138.  I cannot tell if it works on
vanilly 13-STABLE.

Related to bug #259158.

Needs additional QA.
