patch to pkg-plist

Commit 4afbb0586e84d991a8a3a501f4dab6eb5971e28c added
share/drirc.d/00-radv-defaults.conf to pkg-plist. However, this file is not
installed unless the AMD driver is selected. Fix it by prefixing the line in
pkg-plist with %%AMD_VDRIVER%%.
