hw/xfree86/os-support/meson.build addendum

hook in bsd/arm_video.c code.  cpu_family() == 'arm' AND 'aarch64' since it
isn't wrapped with a system() == "freebsd" like some other checks are.

This should fix the xf86OSInitVidMem issue.
