updating devel/libgudev to release 237 & meson

libgudev is now available in release 237

The attached diff will convert the port build to use meson, also adding the
following port options:
- DOCS
- VALA

For purpose of minimizing time in maintenance after updates at upstream, the
DOCS section of the plist will be generated dynamically for all files installed
under share/gtk-doc/html/libgudev
