The announce mail wasn't available in the archive at the time 1.29 was
released. GitLab (like GitHub) notifies subscribers about releases, not just
random new tags. Why upstream doesn't annotate releases is a bug in their
workflow, something that wasn't needed in pre-GitLab days.
