v4 still lacks Vulkan Video support in mesa-dri (libvulkan_*.so) as noted in
comment 7. May be important on recent Intel GPUs (e.g., some Alder Lake, Arc
Alchemist) due to unmaintained and out-of-date
multimedia/libva-intel-media-driver.
