Problematic commit is 277dfdc8d586432b358ede366e4dcc61dfa1ed1b which introduced
devel/libclc dependency, which in turn unconditionally depends on LLVM 15:
BUILD_DEPENDS=  llvm15>=15.0:devel/llvm15 \

I'd suggest remaking it to be similar to also-introduced
devel/spirv-llvm-translator, which supports different LLVM versions, though I
don't have a patch for that as of now.
