[patch] fix libxkbcommon version-script test for freebsd

Here's a patch.  Slightly different than the one suggested in comment 30 and
comment 33 in that it adds __progname and environ to non-local symbol space
rather than placing all symbols including local symbols that should not be
global into the global symbol space.
