Patch for fixing x11/nvidia-settings when no wayland is installed

I updated the diff to simplify the port Makefile (by creating the patch file
using 'make makepatch' and added a suggestion from portlint regarding
desktop-file-utils being added to USES. 

This has been successfully tested with 'port test' and with poudriere on my
14.2-RELEASE-p2 amd64 system.
