Please try setting this `hw.nvidia.registry.EnableGpuFirmware=1`
exactly in /boot/loader.conf and reboot. This needs to be set on boot
and before module is loaded not after :-)

`hw.nvidiadrm.modeset=1` seems to be leftover from an old releases my
bad sorry :-P

Is this your first run of this GPU on this system or it worked fine
before (i.e. 14 or earlier 15)?

If it worked as intended and only breaks after changing
`debug.link_elf_obj_leak_locals=0` and `debug.link_elf_leak_locals=0`
on recent 15 then this is a different issue sorry  for the noise.. and
it would be best to provide some backtrace / logs :-)
