I don't think current situation odd.
This is because CUDA toolkit is targetted for developers, while GPU drivers are
targetted to consumers.

When a new Production Branch of drivers becomes available for consumers, CUDA
developers would want to release their softwares ASAP. So production toolkit
for beta drivers are quite natural in mature.

And Linux version of 590.44.01 is also treated as Beta Branch of drivers.

No 590.44.01 for supported OS'es are treated as Production Branch nor even New
Feature Branch.

And for your patch,

  *created for master port, but lacks x11/nvidia-kmod,
  *no patch for corresponding x11/linux-nvidia-libs nor
graphics/nvidia-drm*-kmod,
  *no patch for creating upcoming new legacy branch, -580

are not proper here. Because

  *Corresponding x11/nvidia-kmod*, x11/nvidia-driver*, x11/linux-nvidia-libs*
   and graphics/nvidia-drm*-kmod[-devel] needs to be in sync,
  *590.44.01 drops a bunch of old GPUs, thus, need new legacy variant -580
   when landing into master ports.
