How can this be? The FreeBSD 15 series is on its first release, and this is the
problem that creating FreeBSD-ports-kmods was supposed to solve, right?

They are both enabled out of the box, so this is the expected configuration,
right? I thought FreeBSD-ports-kmods will take precedence over FreeBSD-ports.
