I am closing this bug because the discussion among multiple committers
(jbeich@, manu@, bapt@, arrowd@) reached consensus that changing /var/lib/xkb
permissions to 1777 is not desirable due to security concerns. The
XDG_RUNTIME_DIR fallback already provides an alternative path, and commit
5c3c7500abd3 partially addressed the underlying issue. No further action is
warranted.
