I'm closing this as the hang is specific to a single i386 machine (HP nc8430)
with a Radeon R520 GPU, and the reporter identified the root cause: loading
R520 firmware causes the hang. Not loading the firmware works around the issue.
This is a legacy hardware/firmware interaction on a deprecated architecture
with no broader impact.
