The graphics/mesa-libs build fails on armv7 with the following configuration

This is because we only provide llvmpipe as a gallium driver, which is
insufficient.  The proximate cause is probably ports
a5ad594928348358d169ce8703788a0976d40f5d (arrowd, flo) which removed the logic
that checks whether gallium-va needs to be enabled or not.  Please rework the
patch.  I can offer build testing on armv7 if needed.

Please make sure the fix for this goes into 2026Q3.
