Go back to the previous solution and enable gallium-va if and only if the list
of gallium backends contains at least one of the supported backends (r600,
radeonsi, nouveau, d3d12 (with option gallium-d3d12-video), virgl).  Of these I
think we only support r600 and radeonsi, which is what we previously tested
for.
