That backend is non-default on armv7 as we have no amdgpu driver there.
If mesa-libs remains broken unless llvm19 is built with non-default options,
that would not be super helpful.  mesa-libs is upstream to a lot of graphics
ports, so it's vital that it builds in the default configuration.
