No problems here, I've tried updating an existent repo and checkout a
fresh one, and in both cases both files are present. Also CVSWeb has it:

http://cvsweb.freesbie.org/cgi-bin/cvsweb.cgi/freesbie2/extra/pf/pf_rules.sh

Check your config, this is Yet Another "Fine" Commit, like others.
