You are using the wrong supfile..  /usr/src/ files should not have ,v
on the end of them.

Try /usr/share/examples/cvsup/stable-supfile

Something like this:

cvsup -h cvsup2.freebsd.org /usr/share/examples/cvsup/stable-supfile
