[CVS Update of freesbie2 - M:2 A:0 R:0]

backup.sh: install files in /usr/local/sbin, as they're supposed to be run by root.
	   install restorebackup.rc as /etc/rc.d/restorebackup instead of restorebackup.sh so it runs only once.
restorebackup.rc: reflect changes from backup.sh and remove reloading of rc.conf: it looks like rc.d gets confused by this.
